NEMT Driver Training in Kentucky: What Drivers Need

Non-emergency medical transportation drivers serve passengers who may be older adults, wheelchair users, people with disabilities, or riders traveling to medically necessary care. Good training helps a driver turn everyday procedures into consistent habits: communicate respectfully, assist without rushing, recognize risk, and know when to stop and request help.

A practical NEMT training plan often combines passenger care, vehicle safety, exposure prevention, and emergency awareness. The exact courses and documentation a driver needs can vary by role, employer, regional broker, vehicle, and contract.

Training is only one part of driver readiness. Licensing, background or driving-record review, drug testing, vehicle inspection, insurance, broker onboarding, and company procedures may also apply.

Kentucky Medicaid describes NEMT as transportation for eligible members who lack suitable free transportation and need travel to a Medicaid-covered service. The state uses a regional brokerage system, and the Kentucky Transportation Cabinet directs riders to the broker serving their county.

Kentucky administrative regulation 603 KAR 7:080 addresses human-service transportation delivery. Section 12(7)(g) requires broker or subcontractor drivers and escorts to receive orientation and safety training that includes first aid, bloodborne pathogens, and passenger assistance. For wheelchair service, Section 13(6) requires lift-equipped vehicles used to transport wheelchair passengers to meet ADA requirements. Federal ADA transportation rules add that personnel must be trained to proficiency for their duties, including properly and safely operating accessibility equipment and assisting passengers with disabilities.

Those state rules establish an important baseline, but they do not make every online course automatically acceptable to every broker or employer. Before relying on a certificate for onboarding or renewal, ask the regional broker or employer which course provider, format, hands-on component, expiration period, and supporting records they require.

Learners can meet the knowledge-based portion of Kentucky’s required orientation and safety training by completing online courses in the subjects named by 603 KAR 7:080 Section 12(7)(g). They can work through the lessons, pass each required assessment, and keep certificate records showing the course name and completion dates.
